Android phone has bloked after app installed?

my daughter has got a samsung galaxy europa and installed an app. It was a finger print scanner to lock and unlock the phone, however... it will not load anything but the scanner now. no home screen, no messages, no apps, no calls absolutely nothing! Does anyone know how i fix this problem please? she's only had 2 weeks, thank you
